Українська асоціація Енергосервісних компаній: підсумки діяльності та нові виклики
19 травня 2020 року Українська асоціація Енергосервісних компаній (УАЕСКО) провела в онлайн-режимі щорічне засідання Правління.
Ключовими питаннями, як і завжди, стали звіт про діяльність минулого року та плани на майбутнє.
2019 був роком успішного впровадження енергосервісу в усіх сферах:
- бюджетній - для модернізації громадських будівель освіти та медицини;
- житловій – для утеплення багатоповерхових будівель (ОСББ та підвідомчого житла);
- промисловій – для модернізації обладнання. Відбулось розширення ЕСКО на сферу теплоенерго та водоканалів.
Станом на березень 2020 року було укладено 466 ЕСКО-договорів на загальну суму понад 1 млрд. гривень.
УАЕСКО ретельно проаналізувала стан ринку енергосервісу та дійшла висновку, що однією з головних перепон для його розвитку є фінансовий бар’єр для залучення кредитів, в першу чергу – високі відсотки за кредитами. Завдяки тому, що механізм енергосервісу полягає в проведенні енергозберігаючих заходів за кошти інвестора з подальшим поверненням інвестицій з отриманої економії, інвестори вимушені користуватися кредитними коштами для закупівлі необхідного обладнання та матеріалів. Як наслідок – пошуки шляхів здешевлення кредитних ресурсів.
В останні 5 років державна підтримка енергоефективності була зосереджена виключно на стимулюванні населення, в той же час в секторі промисловості та бюджетній сфері залишається великий потенціал для енергозаощадження.
Вирішити наявні проблеми фінансування вищезгаданих суб’єктів господарювання неможливо виключно ринковими механізмами. Тому за участю УАЕСКО та Держенергоефективності був підготовлений проєкт внесення змін до Державної цільової економічної програми з енергоефективності та розвитку відновлюваних джерел енергії на 2010-2020 роки, спрямований на надання державної підтримки суб’єктам господарювання (промисловим підприємствам та енергосервісним компаніям) за опрацьованим механізмом здешевлення кредитів.
Енергосервіс залишається самим ефективним механізмом для проведення швидкої модернізації. Навіть у період кризи він продовжує використовуватись для покращення умов перебування людей у приміщеннях. Проєктом акта передбачається стимулювати суб’єктів господарювання до проведення енергоаудитів і впровадження систем енергоменеджменту та проведення на їх основі енергоефективних заходів, що призведуть до зменшення споживання енергії та емісії викидів парникових газів.
На засіданні також було зазначено, що асоціація діє у різних напрямках: від посилення захисту інтересів замовників до отримання доступу до інвестиційних ресурсів. На протязі минулого року УАЕСКО брала участь у роботі інших об’єднань (100RЕ, СУП, Італійська ТПП) для посилення впливу та розширення можливостей енергосервісу. Ще декілька ЕСКО-компаній увійшли до складу асоціації, що підсилить її вплив на процес впровадження в країні енергосервісу.
На сьогодні в Україні енергоефективність бюджетної сфери залишається у 2 – 3 рази нижче відповідних показників у країн Європейського Союзу. Це призводить до неефективного використання бюджетних коштів. А політика ЄС спрямована на забезпечення провідної ролі в питаннях енергоефективності саме бюджетною сферою, що відображено, зокрема, в Директиві Європейського Парламенту та Ради 2012/27/ЄС від 25 жовтня 2012 року про енергоефективність. Започаткований за участю УАЕСКО законотворчий процес допоможе вирішувати складну проблему неефективного використання енергетичних продуктів, що справляє вплив на всі основні групи споживачів.
